Refinery Development Master Plan Project is comprised of Revamp of existing units, the construction of a new license unit, and a non-licensed unit (for ISBL) as well as new offsite and utilities (Os&Us) in Pertamina RU V Balikpapan located in Balikpapan East Kalimatan. The Project focuses on the need to modernize the refining configuration and capabilities to produce more gasoline and other products by converting the residue of fuel oil into more valuable products, primarily gasoline and diesel. Integrated performance management, as part of the ICSS, will be implemented to improve the quality of service and production reliability of the refinery.

Instrument Pre-Commissioning

Role & Responsibilities:

• Supervise instrument tests (Site Acceptance Test and Function Test):
• Oversee and coordinate the execution of Site Acceptance Tests and Function Tests for instruments, ensuring adherence to established standards and procedures.
• Provide on-site supervision, guidance, and troubleshooting support to the testing team, ensuring tests are conducted accurately and within specified timelines.

• Make reports regarding the instrument pre-commissioning/commissioning test:
• Compile detailed reports documenting the results, observations, and performance of pre-commissioning and commissioning tests for various instruments.
• Generate comprehensive reports summarizing test procedures, outcomes, deviations, and recommendations, ensuring accuracy and thoroughness in documentation.

• Communicate with vendors/owner:
• Maintain effective communication channels with instrument vendors and owners to address technical queries, resolve issues, and ensure compliance with project requirements and specifications.
• Facilitate regular meetings and correspondence, conveying test progress, results, and any pertinent updates, ensuring alignment between all stakeholders involved in the testing processes.

• Conduct Instrument tests such as Loop Test, Site Acceptance Test, Factory Acceptance Test, Control Valve, etc.:
• Lead and oversee various instrument tests including Loop Tests, Site Acceptance Tests, Factory Acceptance Tests, Control Valve tests, and more, ensuring precision and adherence to industry standards.
• Coordinate and execute comprehensive testing procedures, ensuring accuracy, functionality, and compliance with project specifications and safety standards.

Requirement:

1. Supervise subcontractors directly on-site, ensuring compliance with project requirements and standards.
2. Possess a Bachelor's or Diploma Degree in Electrical Engineering.
3. Requires at least 5 years of experience in Instrument pre-commissioning, commissioning, calibration, and function test work.
4. Proficiency in understanding Instrument drawings such as P&ID (Piping and Instrumentation Diagrams), ILD (Instrument Loop Diagrams), and Datasheets. Experience in interpreting and utilizing these technical drawings for the execution of instrument-related tasks and testing procedures.
5. Proficiency in Vesamax, Wonderware, C/C++, and AutoCAD applications.
6. Fluency in written and spoken English.
7. Preferred domicile in the Balikpapan region.
